The save destination when downloading data with Safari is displayed in the "Save downloaded file in" field. If you haven't changed any settings, it should be set to "iCloud Drive".
If you want to change this, tap "On this iPhone" or "Other". Tap "Other" to display the files in "iCloud Drive" or "On this iPhone", so select the save destination.
If you want to create a new file and set it as the save destination, tap the file mark at the top of the screen to create a new file.
Even if you save images and videos in Safari, it seems that you cannot check the download history in a list or the like.
However, you can check the download date in the Photos app. After opening the Photos app, tap the image or video whose save date you want to check. Then, the year, month, day and the saved date and time are displayed at the top of the screen.
By the way, you can check the history of the websites you browsed in Safari. After opening Safari, tap the book mark at the bottom of the screen.

If you can't download images or videos on Safari, first check if your internet connection is stable. . Then try restarting the iPhone.
If you still can't download, the storage destination iCloud Drive or iPhone storage may be full. Try deleting unnecessary data in the save destination, or change the save destination for images and videos using the method introduced earlier.
