ドローンを巡っては、安全確保や利用促進、技術開発などさまざまな視点から官民共同で議論が行われています。そのような中、政府が設立した「小型無人機に係る環境整備に向けた官民協議会」は2020年7月に「空の産業革命に向けたロードマップ2020※1」を策定し、2022年度をめどに「有人地帯における補助者なし目視外飛行」(以下、レベル4)を実現する方針を定めました。これを受け、ドローン関連業界ではレベル4環境下でドローンを運航するために必要な環境整備と技術開発が活発になっており、特に警備やインフラ点検、エネルギーの効率化が求められる物流などの分野ではドローンの活用によって作業負担を減らし、省エネルギー化を実現する効果が期待されています。
これを踏まえ、NEDO(国立研究開発法人新エネルギー・産業技術総合開発機構)は2017年度から「ロボット・ドローンが活躍する省エネルギー社会の実現プロジェクト※2」を推進しており、先行開発した運航管理機能※3を実環境で実証するため、2020年12月にKDDI株式会社とパーソルプロセス&テクノロジー株式会社の提案を採択しました。この中では2021年3月に西日本(兵庫県)、東日本(宮城県)、災害時想定(三重県)でドローン9機の飛行状況を運航管理システムで収集する先行実証を実施したほか、2021年10月には国内最大規模となる全国13地域で計52機のドローンを同時に飛行させて運航を管理する実証実験※4を行い、さまざまな地域・ユースケースにおいて機能する運航管理システムと、持続可能なビジネスモデルの構築について検証しました。
